Is that stucco? Ugh.
Are they going to keep the murals theme or paint over it?
Insurance? Permits? Contractors? Cash?

Wall repairs are done when there are cracks aleady seen on the concrete or if painting contractors Denver CO (for example) are going to improve its appearance by applying a fresh paint coat or as a maintenance routine to prevent any further damage to the infrastructure.
That is a big improvement from the old, damaged photos. It looks like a completely different building! Is the white area going to be painted over? Thank you for posting this. It is always great to see before and after scenes of any renovation/restoration work.
